Where does budget money go?
The budget is more than ministry running costs. It funds pensions, schools, security and other services. Scale actual 2025 expenditure to an amount that is easy to picture.

Revenue is not unrestricted spending money
In 2025 the state budget had revenue of approximately CZK 2,081.1 billion and expenditure of CZK 2,371.8 billion. The difference was a CZK 290.7 billion deficit. Revenue includes taxes, social insurance contributions and other items; health insurance contributions are not state budget revenue.
Much spending follows from laws or earlier commitments. A government cannot move it all around like money in a household envelope. Some changes require new legislation; others take years to have an effect.
Every CZK 1,000 of spending in 2025
Displayed amounts correspond to CZK 1,000.
| Category | Bn CZK | Out of every 1,000 CZK |
|---|---|---|
| Pensions | 716.3 | 302 CZK |
| Education and school services | 302.9 | 128 CZK |
| Healthcare in the state budget | 176.3 | 74 CZK |
| Defence – sector classification | 148.8 | 63 CZK |
| Transport | 128.8 | 54 CZK |
| Servicing state debt | 98.1 | 41 CZK |
| Other expenditure | 800.6 | 338 CZK |
Total: CZK 2,371.8 billion. Other expenditure = total minus six selected, non-overlapping items. Inputs are rounded to one decimal billion.
What the calculation shows
The initial CZK 1,000 represents actual state budget expenditure in 2025, not CZK 1,000 of your taxes. Changing the amount simply scales the same shares. This is not a proposed new budget.
The categories do not overlap. Pensions include all pension insurance benefits, not all social policy. Other expenditure is the calculated remainder. Rounding can affect the sum of displayed amounts.
Watch out for different classifications
Education, healthcare, transport and defence are state budget sector expenditures from Ministry of Finance Table 84. Defence here is not the broader national or NATO measure. Healthcare does not cover the entire health insurer system. Pensions come from a separate benefits table; debt servicing comes from budget records.
You cannot add all investment on top: some investment is already included within the sectors. Similarly, a ministry's budget is not necessarily all government spending on that activity.
